EFBs are considered in EASA Air Ops regulation and, in quite some detail, in Subpart M of Annex V - so this is definitely the space to ask your questions. Subpart M may or may not be applicable to your case, but it's always a good reference.
There are some very knowledgeable people around here, so try it out and you may be surprised.
