Hello everyone, I hope you are all safe. I'd like to ask if a holder of "L" maintenance licence is entitled to maintain and review airworthiness of Annex II aircraft, or is this license limited just to EASA aircraft?

Annex I (aka. The annex formerly known as Annex II ;-) ) aircraft are not in EASA competence, so for those aircraft you will have to ask the authority of the country where your aircraft is registered as their maintenance rules are a national matter.
It is a light aircraft specific maintenance personnel licence that was created to improve the access to general aviation maintenance. Please see point 66.A.3 (f) in Reg 1321/2014 on continuing airworthiness:
