Easyjet has transfered their aircraft registration and pilots licences to Austria. I know some of them and they really don’t speak a word of German.

Yes, you can do your radio certificate in any EASA country and it will be recognized, however, I am not quite sure what the relationship is now between EASA and the UK, you may want to choose another EASA country. Alternatively, for example I used to interpret the exams in Slovakia for foreigners who did not speak Slovak, on the other hand, am I right to assume you are a native German speaker and just lack the vocabulary? Then it would be a whole different story, but I feel you, I have issues with aviation vocab in my mother tongue myself.

Not sure about Austria, but in Germany the Federal Communications Agency offers both German (BZF2) and English (BZF1). For IFR only English anyway.

There is definitely the ability to do it in any EASA country so Ireland may be a good option for English speakers. We will check the situation with Austrian CAA exactly so that you have the exact answer.

In Italy the PPL written exams can be fine in english, on request. I suppose that, also in Austria, under EASA contro, all the written exams can be fine in english too.

I am the administrator of Austria´'s biggest Community of GA pilots and airplane owners, www.piloten.at. I asked AOPA Austria, and they told me, that in Austria you have to pass the tests for the AFZ also in German, but not so in Germany. As some others have already posted, you may have a short trip to Germany (easier than to the UK), to make tests, and get your license, which in return has to be accepted in Autria, too. I don´t know your intentions, but please consider, if you plan to travel around in Austria and Germany, there are quite a lot of airfields only servicing in german language, so you might be locked out of them. If you only speak German at a quite low level, then you easily might later on get a Level 4 in your next step to being allowed for ATC in English, the Language Proficiency test. A level 4 in German is sufficient for ATC on aerodromes only speaking German.

I have coordinated within the Austro Control Licencing department. The situation is currently that the telecommonication authority accepting currently only German in the exam. There is a plan to change that, but that needs a legal act which is still under processing.
But as described, any EU certificate will be accepted.
