Dear Dominique, thanks for responding to Thomas whom I encouraged to sign up here and post, on this overdue topic. I have received a fairly large number of inquiries on extending the Seaplane Rating to LAPL-A holders in the last several months. It was the main question during ILA in Berlin, where I had the pleasure of helping the German Waterflying Association but it frequently comes up per Email via my Seaplanemagazine.com. Making the licensing possible on the LAPL-A level would be a good investment into our industry!

Dear Mr Eidner,
EASA has already proposed an amendment to Part-FCL in order to include SEP(sea) aeroplane classes in the scope of an LAPL(A) (see Opinion No 05/2017, link see below).
These proposed amendments are currently being prepared by the European Commission for the further adoption process.
