Supplementary requirements to CS-VLA for approval of aerobatics with VLA

Introductory Note

The following Special Condition has been classified as a new Special Condition and as such shall be subject to public Consultation in accordance with EASA Management Board decision 02/04 dated 30 March 2004, Article 3 (2.) of which states:

“2. Deviations from the applicable airworthiness codes, environmental protection certification specifications and/or acceptable means of compliance with Part 21, as well as important special conditions and equivalent safety findings, shall be submitted to the panel of experts and be subject to a public consultation of at least 3 weeks, except if they have been previously agreed and published in the Official Publication of the Agency. The final decision shall be published in the Official Publication of the Agency.”

Statement of Issue

Aerobatic Operation is typically done with single or twin seat aeroplanes. By definition within CS-VLA, VLA aeroplanes s are such single or twin seated aeroplanes. Already in very early days of JAR-VLA there was the request for approved spin operation with VLA and some countries have agreed to that (for example Canada within its AWM 23-VLA).

Recently a request has been brought to EASA for approval for aerobatic operation with a VLA aeroplane. Due to that, after internal discussion and also in the line with the current reorganization of CS-23, EASA has developed the draft of the Special Condition SC-OVLA.div-02.

CS-VLA contains no requirement directly applicable for this kind of operation. Therefore this SC does include the necessary requirements for safe aerobatic operation with a VLA.
