Rulemaking explained

In its Section 3 EASA MB Decision 18-2015 on Rulemaking Procedure specifies a standard rulemaking procedure to be put in place by the Agency.

The planning of rulemaking activities is embedded in the European Plan for Aviation Safety (EPAS). The Agency’s Procedure for Safety Programming and Monitoring defines how the Safety Programmes, including the Rulemaking Programme (RMP) and the European Plan for Aviation Safety (EPAS), are developed and monitored. The decision on rulemaking priorities is informed by a Preliminary Impact Assessment (PIA).  EPAS and PIA are consulted with the Agency’s Advisory Bodies.
