The publication of opt-outs to Commission Regulation (EC) No 1702/2003 and Commission Regulations (EC) No 2042/2003, which is based on the philosophy of transparency, makes it easier to find out details about the use of opt-outs provisions by Member States.

  • Explanatory note to Opt-Outs
    This document accompanies the 'State of Play' tables of countries which have negotiated opt-outs to Commission Regulations (EC) No 1702/2003 and Commission Regulation (EC) No 2042/2003 (see below). It provides reference to the relevant opt-out provisions of these Regulations regarding the duration of organisation approvals and the date of implementation of certain provisions.

    This document provides a table, categorised by EU member state, of the opt-outs negotiated on Commission Regulation (EC) No 2042/2003 as amended by Commission Regulation (EU) No 1149/2011, which laid down implementing rules on the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organisations and personnel involved in these tasks.
