The Agency published a Call for expressions of interest for establishing a list of vendors for provision of expert services related to EASA activities in various areas of its work. (Official Journal 2013/S 147-254815 on 31/07/2013).

What is a CEI establishing a list of vendors?

A ‘call for expressions of interest establishing a list of vendors’ (hereinafter “CEI”) invites economic operators to put themselves forward to be included on a list of potential service providers / experts (hereinafter “vendors”) in advance of public procurement operations within the subject scope of the CEI. However, inclusion on the list of vendors does not guarantee that any services will be either requested or procured from a vendor.
Where a contract relating to a field covered by this CEI is to be concluded using these (sub-) lists, EASA will invite the vendors on the relevant (sub-) list(s), to submit either a tender (procedure in one step) or a request to participate followed by a tender (procedure in two steps). In the case of a procedure in one step, EASA will send the vendors the tender specifications relating to the contract in question. In the case of a procedure in two steps, EASA will send the vendors only the subject matter of the contract with the list of exclusion and selection criteria. In a second step, only vendors fulfilling these criteria will receive the full tender specifications and will be invited to submit tenders.

What is the maximum value of contracts to be covered by this CEI?

The value of any contract concluded under this CEI shall not be higher than 130,000.00€.
Vendors successful during specific procurement procedures launched under this CEI, may be offered several contracts within the overall validity of the CEI but the value of each individual contract shall not be higher than the above mentioned threshold.

    • Sub-lot 1.2: aircraft continuing airworthiness
  • Lot 2 – Air Operations
    • Sub-lot 2.1: operational procedures; performance; mass and balance; instruments, data and equipment
    • Sub-lot 2.2: crews; manuals, logs and records; flight and duty time; security; human factors; cabin operations; SMM; SAFA; administrative procedures
    • Sub-lot 2.3: specific approvals and specialised operations
  • Lot 3 – Aviation Personnel
    • Sub-lot 3.1: flight crew licensing in scope of air crew
    • Sub-lot 3.2: flight crew; cabin crew; technical crew; maintenance engineers; air traffic controllers and other ATM personnel
    • Sub-lot 3.3: Medical certificates
  • Lot 4 – Aerodromes
  • Lot 5 – Air Traffic Management
  • Lot 6 – Horizontal Disciplines

Who is eligible to apply?

This CEI is open for application to any natural or legal person established in any of the European Union Member States, Norway, Iceland, Liechtenstein, Switzerland, Albania, former Yugoslav Republic of Macedonia (FYROM) and Montenegro.

How long shall the lists resulting from this CEI be valid?

This CEI shall be valid for 5 years from 19/07/2013.
Although registration, under this CEI shall be open at any time up to 3 months prior to expiry of this CEI, please note that an objective is to have initial lists established in as many predefined areas as possible by 1st September 2013. Therefore, applicants are encouraged to submit their application prior to that date as far as possible.
