The Lithuanian Presidency of the European Union invited Patrick Ky to participate in an informal meeting of EU transport ministers which took place in Vilnius, on 16th September 2013.
Mr Ky was invited to comment on the proposed legislative SES2+ package, and made the following remarks:

  1. Reform of the European Air Traffic Management system must continue
  2. This system must become more agile, enabling coordinated or centralised procurement, Public-Private-Partnerships, as it is already the case in other regions of the world
  3. The regulatory framework needs also to evolve, in order to avoid redundancies and confusion of roles
  4. In particular, EASA would welcome a streamlining of Single European Sky and Aviation Safety legislative frameworks, in order to optimise the use of scarce resources, at the National and EU level
