EU FCL system: mutual recognition acknowledged under ICAO

EASA proposes a draft rule to amend the flight crew licensing requirements.

The amendments clarify that flight crew licences issued by one EASA Member State are automatically recognised by the other EASA States. The change introduces provisions to ensure compliance with the latest International Civil Aviation Organization ICAO Annex 1 standards.

The new ICAO standards, developed in close collaboration between EASA, the European Commission and ICAO, formalise this mutual recognition outside the European territories and have led to this milestone achievement.
