EU - ASSP II Zambia project (Aviation Sector Support Programme II for Zambia)

Developing a reliable and effective aviation sector in Zambia

This six-year project was designed to support the development of a reliable and effective aviation sector in Zambia, capable of contributing to the country's economic growth. 

More specifically, the project's objective was to help Zambia’s Civil Aviation Authority and aviation stakeholders to improve their compliance with international aviation standards, in terms of both air safety and security certification and oversight. To achieve this objective, the project implemented targeted initiatives in the areas of capacity enhancement and the strengthening of the institutional and regulatory framework. Furthermore, where appropriate, the promotion and harmonisation with EU standards and best practices contributed to reliable and sustainable results.

The project was based on a delegation agreement signed between EASA and the EU Delegation to Zambia and COMESA in August 2017 and ended on 30 September 2023. The closing event on 23 September 2023 was well attended by all stakeholders. An EASA delegation, composed by Thomas Mickler, Head of International Cooperation Department at that time, and Jose Manuel Quevedo Moreno, Project Manager – International Cooperation America & Africa Section, travelled on-site to attend in person the closing event. Among the many participants, the attendance of high-level representatives as Fredrick Mwalusaka, the Permanent Secretary of the Ministry of Transport and Logistics in Zambia, was noted. The acting DG of Zambia CAA, Mulonda Mulonda, expressed his gratitude to the European Union and, in particular, to EASA for their technical and financial support.
