Description

This CZIB is issued on the basis of information available to EU Member States and EU institutions. Due to the hazardous situation, with the presence of terrorist organisations with confirmed anti-aviation weaponry, possibly MANPADS (man-portable air-defence systems) and ongoing military operations, it is assessed that the risk of operation and overflight below FL 260 is HIGH.

Recommendation(s)

EASA recommends air operators not to conduct flights over Somalia at or below FL 260. 

Operators should take this information and any other relevant information into account in their own risk assessments, alongside any available guidance or directions from their national authorities, including information shared through the European Information Sharing and Cooperation Platform on Conflict Zones. Latest operational information on ‘Closures and warnings’ issued by means of ICAO State Letters, NOTAMs, AICs/AIPs, EASA CZIB may be found in the Network Manager NOP Portal (password protected version).

Hazardous Situation in Somalia

Potential risk to aviation overflying Somalia (Mogadishu FIR - HCSM) at less than 25,000 FT above ground level (AGL) from dedicated anti-aircraft weaponry.

Operators are advised to avoid operating at less than 25,000 FT AGL in Somalia (Mogadishu FIR - HCSM).

Appendix 2

This action extends the expiration date for the Special Federal Aviation Regulation (SFAR) that prohibits certain flights in the territory and airspace of Somalia at altitudes below flight level (FL) 260 by all: United States (U.S.) air carriers; U.S. commercial operators; persons exercising the privileges of an airman certificate issued by the FAA, except when such persons are operating U.S.- registered aircraft for a foreign air carrier; and operators of U.S.-registered civil aircraft, except where the operator of such aircraft is a foreign air carrier.

The FAA is taking this action because it has determined that there continues to be an unacceptable risk to U.S. civil aviation operating in the territory and airspace of Somalia at altitudes below FL260 resulting from terrorist and militant activity. The FAA also republishes, with minor revisions, the approval process and exemption information for this SFAR.

From 09/04/2020 and until further notice, pilots in command of aircraft performing air services mentioned in paragraph 1.1 are requested to maintain at all times a flight level above or equal to FL260 in the airspace of Somalia (HCSM FIR (MOGADISHU)).

SECURITY - HAZARDOUS SITUATION IN SOMALIA
Civil German air operators are recommended not to enter FIR MOGADISHU (HCSM) below FL260. Potential risk from anti-aviation weaponry, military operations and armed conflicts.
Excluded from this recommendation is airway UR401 between waypoints SUHIL and AXINA.

SECURITY – HAZARDOUS SITUATION IN SOMALIA. Canadian Air Operators and owners of aircraft registered in Canada are recommended to maintain a flight level equal to or above FL260 within FIR Mogadishu (HCSM). Potential risk from anti-aviation weaponry and military  operations.
