The first Easy Access Rules (EAR) for Air Traffic Management / Air Navigation Services (ATM/ANS) Equipment (Regulations (EU) 2023/1769 & (EU) 2023/1768) include:
- detailed rules for the certification and declaration of ATM/ANS systems and constituents;
- technical requirements and administrative procedures for the approval of organisations involved in the design or production of ATM/ANS systems and constituents; and
- the acceptable means of compliance and guidance material (AMC and GM) to the aforementioned requirements,
displayed in a consolidated, easy-to-read format with advanced navigation features through links and bookmarks.
The EAR for ATM/ANS Equipment incorporate in particular the following rules:
- Commission Implementing Regulation (EU) 2023/1769, amending Implementing Regulation (EU) 2023/203’ (the ‘Information Security Regulation’);
- Commission Delegated Regulation (EU) 2023/1768;
- ED Decision 2023/016/R on conformity assessment of ATM/ANS equipment, establishing the AMC & GM to the articles of Delegated Regulation (EU) 2023/1768; and
- ED Decision 2024/001/R and ED Decision 2024/002/R, both introducing AMC & GM as regards organisations involved in the design or production of ATM/ANS systems and constituents.
The EAR for ATM/ANS Equipment are available for free download on the European Union Aviation Safety Agency (EASA) website:
- as pdf;
- as online dynamic publications with filters and search functions for simple navigation with computers, tablets, and mobiles; and
- in xml format with machine-readable content.
As they are generated through the eRules platform, they will be updated regularly to incorporate further changes and evolutions to the implementing and delegated acts, as well as AMC & GM.
