In 2003, an operator reported an aileron travel restriction. Investigations made by the type design approval holder showed that the jamming of the aileron operating lever was caused by the installation of over length bolts when closing the panels after maintenance. B-N SB 291 highlighted to the operators not to install unapproved bolts on inspection panels. In 2015, another operator has reported blocked elevators, including damaged control rods, due to the same reason. At this time, the safety concern described in this SIB is not considered to be an unsafe condition that would warrant Airworthiness Directive (AD) action under EU 748/2012, Part 21.A.3B.
