Background
The aim of rulemaking task RMT.0379 ‘All-weather operations’ is to ensure that the European Union (EU) regulatory framework in the area of all-weather operations (AWOs) provides for safety, efficiency and consistency across all aviation domains, relying on a performance- and risk-based approach; it should enable, among other things, manufacturers, air operators, aerodrome operators and air navigation service providers (ANSP), to benefit from the safety and economic advantages that new technologies and operational experience offer.
An accelerated rulemaking procedure is applied for the development of the implementing rules (IRs). The applied procedure foresees two stakeholder consultations: an Advisory Body consultation on the regulatory impact assessment (RIA) and the description of operations (DoOs) (concluded on 10 September 2016) and a focused consultation on the proposed amendments to IRs (launched by 1 November 2016).
As part of the focused consultation, the Agency conducts the AWO Consultation Workshop 2016 in Cologne, from 9 to 11 November 2016.
For the development of the corresponding AMC/GM/CS, the regular rulemaking procedure is applied, with a Notice of Proposed Amendments (NPA) planned for March 2017, followed by a two-month consultation period. Pending on the publication of the IRs by the European Commission, the publication of the corresponding decisions is planned for November 2017.
Aim of the Consultation Workshop
The aim of the workshop is that
- Stakeholders are informed about the objectives and work method of the AWO project and the technical content of the documents of the focussed consultation;
- Stakeholders exchange views on the technical content;
- Stakeholders provide recommendations/comments on the documents to the project team. For this purpose, the activity of the second day will be organised in panel discussions.
- Results of the workshop are communicated to participants.
Target audience
The workshop is addressed to members of the advisory bodies, employees of competent authorities and the industry, and representatives of interest groups involved with AWO-related subjects from the following domains:
- Initial and continuous airworthiness;
- Air operations and flight crew training;
- Aerodrome design and operations;
- ATM/ANS.

WS4: Weather information to pilots
Please note that the former WG4 ‘Weather information to pilots’ has been cancelled and will be integrated in WS 1 ‘Air operations and flight crew training’.
For your financial purposes, please note that the Agency can only issue a receipt of payment, not an invoice for your attendance to this event.
Cancellation and Refund Policy
Cancellation notifications must be sent as soon as possible in writing to awoproject [at] easa.europa.eu (awoproject[at]easa[dot]europa[dot]eu).
Cancellation of an accepted registration can be made until Friday, 4 November 2016 (inclusively) and will incur a 25% non-refundable administrative fee per cancelled registration. Delegates who request a cancellation after this date or delegates who fail to attend without prior notice are liable for the full attendance fee. Refunds of fees will be made after the workshop.
Second phase of focused consultation, in continuation to the AWO Consultation Workshop
EASA is inviting aviation industry, competent authorities, interested organisations, institutions, associations and individuals to take part in the public consultation of the following All Weather Operations (AWO) related documents (at the level of implementing rules):
- Comment Response Document (CRD) for the second phase of consultation
- Description of Operations (DoOs)
- Regulatory Impact Assessment (RIA)
- Explanatory Note (EN)
- Draft changes to implementing rules (IR) to Regulation 965/2012 “Air operations”, Regulation 1178/2011 “Aircrew” and Regulation 139/2014 “Aerodrome design and operations”.
The CRD of the Phase 1 focused consultation is also enclosed for your information.
The foreseen duration of this public consultation is one month (18th November 2016 – 17th December 2016).
Please write your comments in the enclosed CRD file as precisely as possible and include a justification. Your comments should reflect the position of the organisation(s) you represent or your own expert position.
