S The 1st Workshop on Part 21 Design Organisation Approval (DOA) Implementation

The workshop will give participants an update on EASA Design Organisation (DO) Section internal working procedures. It will also specifically focus on several subjects of significance to be shared equally between Authorities staff and industry representatives working in a DO environment. As well, the Agency aims at offering stakeholders a forum to ask questions, raise issues and discuss topics of common interest.

The format of the workshop dedicates the agenda of the first day to Authorities staff involved in EASA DOA only, whilst the second day will allow the industry representatives to express their views and provide feedbacks.

In order to build a challenging agenda, we invite you to contribute to it by sending questions and /or topics of interest related to DOA by 30 October 2009.

Third EASA Rotorcraft Symposium For the third time the European Aviation Safety Agency (EASA) wants to provide the rotorcraft community with a forum to discuss initiatives or problems in the field of rotorcraft safety, both in Europe and in the rest of the world. The topics will span from the area of rotorcraft design, and relevant organisation, with emphasis on the inherent approval and continuing airworthiness, as well as regulatory and operational matters, and any safety initiatives related to the above.

EASA has very recently issued two CRDs which have a significant impact on Part-66 requirements as well as on Part-147 organisations: CRD 2008-03 (B3 and L licences for aircraft engineers) and CRD 2007-07 (B1 and B2 privileges, type and group ratings, type training). In order to explain the content of the proposed text and to respond to questions from Stakeholders, we plan to hold a 1 day workshop in Cologne on 29 October. This will also help Stakeholders to provide comments to the mentioned CRDs.

R CPR-IIT Industry Outreach Meeting
The objective of the workshop is to inform European industry about results of continued efforts of the three Authorities - the FAA, Transport Canada, and the European Aviation Safety Agency - which joined forces in the International Implementation Team (IIT) to monitor and, as far as necessary, to improve implementation of the paragraphs 21.101 and 21.19 of Part 21 related to the Changed Product Rule (CPR) and Substantial changes. The workshop will focus on major issues identified in the certification practise with implementation of these two paragraphs and will present the substance of the proposed changes to the related guidance material (FAA AC 21.101/EASA GM 21A.101/TCCA AC 500-01). The workshop is intended to give Industry an early notice about these changes before the formal consultation processes are launched by each Authority and to receive a preliminary Industry feedback.

R EASA International Cooperation Forum

A forum for aviation authorities that make use of aviation safety regulations and standards developed by the EASA
Representatives of authorities that make use of European Aviation Safety Regulations will meet to share their experience about the challenges and opportunities of using such regulations.

Presentations will be delivered by the EASA about the European Aviation Rulemaking system and the EASA rulemaking programme.

Partner authorities will provide feedback about their experience in adopting or adapting and implementing European Aviation Regulations in their own local, specific circumstances. Several debates will be organised, in plenary or workshops, on a selection of technical themes.

Participation:

Participation is open to civil aviation authorities that have adopted or adapted European Aviation Safety Regulations. Dedicated invitations will be sent to the relevant organisations and will provide further information on the venue and a draft agenda.

The objective of the workshop is to explain the changes to Part-M proposed by the Opinion 02/2008, which was published on 16th May 2008. These envisaged changes are focused on the General Aviation community, including industry, organisations, stakeholders, pilot-owners and flying associations, and are aimed to adapt the regulation to the specific needs of the aviation sector. The objective of the workshop is to present the NPA to Part 21 that is proposing a simplified process for European Light Aircraft (two sub-processes: one for aircraft less than 2.000 kg; one for aircraft less than 1.000 kg). This workshop will generate first reactions on the NPA and facilitate the preparation of comments to the NPA for authorities and stakeholders, in particular designers and producers of Light Aircraft.

"Revised Part-M requirements for aircraft not involved in commercial air transport."

The objective of the workshop is to explain the changes to Part-M envisaged by CRD 07/2005 (published on 30 April 2007) and the upcoming NPA that will be published for external consultation last week of June 2007. R 5 July 2007 - Part-66 & Part-145 Workshop"Changes to Part-66 (privileges, type ratings and type training) and to Part-145 requirements (single and multiple release of aircraft)"
The objective of the workshop is to explain the changes envisaged in two NPAs that will be published for external consultation last week of June 2007, addressing the following issues:
  • Privileges of B1 and B2 maintenance license holders (Rulemaking task 66.006)
  • Changes in the type and group ratings endorsed on aircraft maintenance licenses (Rulemaking task 66.009)
  • Changes in the definition and structure of type training (Rulemaking task 66.011)
  • Part-145 single and multiple releases of aircraft: changes in the concept of Certificate of Release to Service and introduction of new concept and procedures for certification of maintenance. Includes provisions for coordination when several approved maintenance organisations are involved in a maintenance event.

These envisaged changes affect aircraft maintenance license holders, maintenance organisations, operators, continuing airworthiness management organisations, maintenance training organisations and National Aviation Authorities.

The European Commission has recently adopted new regulations amending Commission Regulations (EC) Nos. 1702/2003 and 2042/2042, introducing elaborated requirements for the issuance of permits to fly. To support the implementation of these amendments the Agency has issued a Decision amending the Acceptable Means of Compliance and Guidance Material to Part 21.

In order to improve the awareness of the amended rules the Agency is now organising an information meeting for the affected industry. It is our intention to present the new rules and AMC/GM and to open a discussion on possible implementation issues."

R "The Future of Design Organisation Approvals" Workshop The general objective of this workshop is to discuss the basic concepts and procedures governing the issuance of a Design Organisation Approval (Part 21 Subpart J) and how these rules could be further developed to align with future Industry needs. The workshop will build on previous work, including the Agency's dedicated questionnaire to industry on this subject, and will provide industry with a further opportunity to influence the direction being taken.

Organised by the EASA. The official opening ceremony of the Agency's offices in Cologne was attended by over 400 representatives of industry and Agency employees.

The European Commission was represented by Jacques Barrot, Vice President and Commissioner for Transport and Gunter Verheugen, Vice President and Commissioner for Enterprise. The German Federal Minister President of Nordrhein-Westfalia Peer Steinbruck, the German Federal Minister for Transport Manfred Stolpe and the Mayor of Cologne, Fritz Schramma made also a short address during the ceremony for an audience composed of senior representatives of national aviation authorities and representatives of the industry.
